My workaround is to turn on airplane mode and then wifi. Your phone now is forced to use the WiFi network you are connected to so you can just open a browser and go to a random page which should redirect you to the captive portal login site. Of course you can disable airplane mode after that. The other method is via adb/root terminal.

As a temporary solution I use CAPTIVE_PORTAL_MODE_IGNORE in Settings.java to prevent Android from detection of captive portals.
